Judging by these replies, it seems to depend where you are.
In the UK, it's definitely the Bride's Father first, who proposes a toast to the Bride & Groom, followed by the Groom, who replies on behalf of his wife and himself and toasts the bridesmaids, and finally the Best Man, who responds on behalf of [...]
